PROPOSED RESOLUTION

TO REQUEST THE PRESIDENT TO ISSUE AN ADMINISTRATIVE ORDER DIRECTING GOVERNMENT AGENCIES

TO SEPARATE GOVERNMENT STATISTICS OF DAVAO CITY DISTINCT FROM DAVAO DEL SUR

Introduced by Hon. Peter T. Laviña

- - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - -

WHEREAS, it is the policy and practice of the government to gather and update data and statistics to guide it in planning, resource allocation, development, among others,

WHEREAS, current government practice lumps together many such government data and statistics of Davao City with that of the Province of Davao del Sur, thus, creating difficulty to determine the city’s own statistics, and confusing the data of those from the city and Davao del Sur, and vice versa;

WHEREAS, an example of this confusion is the data of the Commission on Elections (Comelec) listing Davao del Sur as one of the vote-rich areas in the country. However, a closer look at its figures reveal the inclusion of voters in Davao City in the province of Davao del Sur;

WHEREAS, Davao City is a chartered city created in 1937 and classified as a “Highly-Urbanized” local government unit (LGU); it is much older than, and not a component, nor part of, the Province of Davao del Sur, which was created only in 1967;

WHEREAS, there is an urgent need to separate government data and statistics with regards these two distinct and separate LGUs;

WHEREFORE, premises considered, be it resolved, as it is hereby resolved, to request the President to issue an Administrative Order directing government agencies to separate government data and statistics of Davao City distinct from Davao del Sur;

RESOLVED further that copies of this Resolution be furnished the Office of the President, the City Mayor, the Department of Interior & Local Government, the Governor of Davao del Sur, the National Statistics Office, the National Economic Development Authority, all other national government agencies and instrumentalities, and all others interested for their information and support.
