TO AUTHORIZE CITY MAYOR RODRIGO R. DUTERTE TO SIGN FOR AND IN BEHALF OF THE CITY GOVERNMENT OF DAVAO THE PROPOSED MEMORANDUM OF AGREEMENT (MOA) BETWEEN THE CITY GOVERNMENT AND THE PHILIPPINE OVERSEAS EMPLOYMENT ADMINISTRATION (POEA) ON THE EXPANSION OF THE CAMPAIGN AGAINST ILLEGAL RECRUITMENT

WHEREAS, it is the policy of the city government to protect the welfare, safety and wellbeing of its citizens;

 

WHEREAS, there are rising incidences of illegal recruitment particularly for workers overseas;

 

WHEREAS, the Philippine Overseas Employment Administration (POEA) has launched a new campaign against illegal recruitment in partnership with local government units (LGUs);

 

WHEREAS, POEA has already entered into a Memorandum of Agreement (MOA) with 10 LGUs concentrated in Metro Manila;

 

WHEREAS, there is a need for the city government to enter into a MOA with POEA for the implementation of this campaign in Davao City, which is tagged as one of the prime illegal recruitment centers and staging areas for human trafficking in this part of the country;

 

WHEREAS, the City Legal Office has issued a Legal Opinion on June 20, 2007 stating that the proposed MOA is “free from any legal infirmity.”

 

WHEREFORE, premises considered, be it resolved, as it is hereby resolved, to authorize City Mayor Rodrigo R. Duterte to sign for and in behalf of the city government of Davao the proposed Memorandum of Agreement (MOA) between the city government  and the Philippine Overseas Employment Administration (POEA) on the expansion of the campaign against illegal recruitment;

 

RESOLVED further that copies of this Resolution be furnished the City Mayor’s Office, City Legal Office, Philippine Overseas Employment Administration (POEA), Department of Labor & Employment, Philippine National Police, the mass media and all others interested for their information and guidance.

you might consider adding more teeth, i.e. for the city to make the information available on the Internet via the davaocity government website (to be updated regularly)
- a list of accredited recruiters and their contact information;
- a list of recruiters undergoing licensing;
- a list of suspended recruiters;
- a list of "illegal recruiters;
- a 1800 number for verifying recruiter information (a Davao City 24/7 hot-line which deals on illegal recruitment matters - to be staffed by POEA/LGU)
